I need help entering cheat codes for grand theft auto 4 on the 360?

i got cheat codes off of cheatcc.com and it tells you to press the up botton TWO TIMES on the d-pad, so i did. all it did was pulled up my phone the first time. then the second time it just beeped

   you need 2 do the second mission 2 get a better cell phone, then you can press up twice on the d pad and u can type in a number.
